Fire Management Specialist (Prescribed Fire/Fuels) *Extended

The incumbent provides specialized and professional guidance and advice in the development, management, and implementation of prescribed fire, hazardous fuels reduction, community assistance, education and mitigation, and fire planning programs andpolicies. The incumbent is responsible for performing a variety of duties including, but not limited to, the following:
- Serves as a first level supervisor planning work to be accomplished by subordinate, setting and adjusting short-term priorities and preparing schedules; assigning work to subordinate employee's base on organization priorities; exercising supervisory personnel management responsibilities; and advising and provides counsel to employees regarding policies, procedures, and directives of management. - Being responsible for long term programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.- Providing professional expertise in the development and implementation of multiple resource objectives; developing fuels treatment alternatives to support management decisions while adhering to applicable laws, regulations, policies, and guidelines; and evaluating individual fuels treatments as well as the effectiveness of the overall program and recommendations for improvement.- Serving as a member of an interdisciplinary team planning, developing, and implementingland management plans, compliance documents, and agreements; providing input and recommending strategies for fuels and fire management.- Providing assistance to other resource program managers in the design of fuels management prescriptions and implementation plans; and providing information of fuels management methods to enhance, restore and protect ecosystems.- Implementing and administering prescribed fire activities, wildland fire use, and fuels management activities to ensure targets are achieved, management objectives are met and mitigation measures are adequate; while ensuring own and other's welfare and safety in all aspects of project implementation.Physical Demands and Work Environment:
The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Incumbent is subject to medical examination and must pass the work capacity test for arduous positions. Office conditions require long periods of sitting, working with computers and general lifting, bending, and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments. This position is subject to the Interagency Fire Program (IFPM) Standard and Guide selective placement factors for a Prescribed Fire and Fuels Specialist.Selective Placement Factors:
This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
A valid state driver's license. Wildland Firefighting Experience Requirement:
This position requires previous wildland firefighting experience (at least 90 days). Wildland firefighting experience is defined as experience gained through work on the fire line in containment, control, or suppression of wildland fire. Experience may be related to wildfires or fire line experience on a prescribed fire (this does not include experience in the planning stages). NWCG Incident Management Qualifications - currency is not required; however, applicants must have held the full qualification(s)/currency at some point in their career. If not fully qualified, the incumbent will be required to re-gain and maintain currency.- Prescribed Fire Burn Boss Type 2 (RXB2)AND- Incident Commander Type 3 or Task Force Leader (TFLD) or Helibase Manager (HEBM). Basic Education Requirements:
A Degree:
biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. - OR - Combination of education and
Experience:
Courses equivalent to a major course of study that included at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.In addition to the basic education requirements, and selective placement factors:
-One year of professional specialized experience equivalent to the GS-09 level in the Federal service.OR-Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree DIRECTLY related to the work of the position.Examples of specialized experience for the GS-11 level include include that experience which has provided the applicant with the particular knowledges, skills and abilities necessary to successfully function in the position applied for. Such experience must be demonstrated by experience in fire program management:
- Reviewing and evaluating fire management plans for ecological soundness and technical adequacy.- Conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or evaluate the effectiveness of actions taken.-Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management - OR - fire management operations as described below:
Prescribed fire/fuels management - experience in a broad range of activities such as:
-Inventory methods and procedures-Fuel treatment methods and programming-Land use planning and environmental coordination-Evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained.Fire management operations - analyzing and applying fire management strategies, plus experience in at least five of the following activities:
- Mobilization and dispatch coordination- Fire prevention and education- Training- Logistics- Equipment development and deployment- Fire communication systems- Suppression and preparedness- AviationEquivalent combinations of post-high school education and specialized experience may be used to meet total qualification requirements.
